Early Notice and Public Review of Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain.

All interested Agencies, Groups and Individuals on MAY 1st 2025: This is to give notice that Jim Wells County has determined that the following proposed action under the Community Development Block Grant Program administered by the Texas Department of Agriculture (TOA) and ERR #(CDV23-0313), is located in the Federal Flood Risk Management Standard (FFRMS) floodplain, and Jim Wells County will be identifying and evaluating practicable alternatives to locating the action in the floodplain and the potential impacts on the floodplain from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. Jim Wells County proposes a Water System Improvements project to replace the waterline on Rosario Street between McMasters Road and Beam Station Road and will replace waterline along Herrera Street from Corina Street to Carmen Street in Jim Wells County, Texas. This project will replace approximately one thousand, nine hundred seventy-four linear feet (1,974 LF) of two Inch (2") waterline with eight-inch (8 in) PVC waterline and associated appurtenances on Rosario Street. Four (4) fire hydrants will also be placed along Rosario Street. The proposed improvements on Herrera Street will replace approximately one thousand, five hundred linear feet (1,500 LF) of two Inch (2") waterline with eight-inch (8 in) PVC waterline and associated appurtenances. Herrera Street will also receive approximately four (4) fire hydrants for fire protection. The replacement of these lines will lead to decreased breaks and leaks while improving safety and water access to the surrounding residents. The extent of the FFRMS floodplain was determined using a 0.2 percent flood approach. According to the FEMA Flood Insurance Rate Map (FIRM) Panel No. 48249C0305O effective date 08/15/2017, the proposed project is within approximately 0.02 acres of the FFRMS Floodplain. The natural and beneficial functions and values of the floodplain potentially affected by the proposed activity include floodwater storage and conveyance, groundwater recharge, erosion control, surface water quality maintenance, biological productivity, fish and wildlife habitats, harvest for wild & cultivated products, recreational, educational, scientific, historic, and cultural opportunities. There are three primary purposes for this notice: (1) People who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts; (2) An adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas; and (3) As a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.

Condado de Jim Wells ha determinado que la siguiente acción propuesta bajo el Programa de Desarrollo
Comunitario Block Grant administrado por el Departamento de Agriculture de Texas (TDA) y ERR #(CDV23-0313), se encuentra en la Ilanura eluvial del Federal Flood Risk Management Standard (FFRMS), y el
Condado de Jim Wells estara identificando y evaluando altemativas practicables para ubicar la acción en la
planicie eluvial y los impactos potenciales en la planicie eluvial de la acción propuesta, como es requerido por
la Orden Ejecutiva 11988, enmendada por la Orden Ejecutiva 13690, de acuerdo con las regulaciones de HUD en 24 CFR 55. 20 Subparte C Procedimientos para tomar determinaciones sobre la gestión de Ilanuras
aluviales y la protección de humedales. El Condado de Jim Wells propane un proyecto de Mejoras al Sistema

pies lineales (1,974 LF) de linea de agua de dos pulgadas (2") con linea de ague de PVC de ocho pulgadas (8in) y accesorios asociados en Rosario Street. Tambien se colocaran cuatro (4) bocas de incendio a lo largo de Rosario Street. Las mejoras propuestas en Herrera Street reemplazaran aproximadamente mil quinientos pies lineales (1,500 LF) de linea de agua de dos pulgadas (2") con linea de agua de ocho pulgadas (8 in) de PVC y accesorios asociados. La calle Herrera tambien recibira aproximadamente cuatro (4) hidrantes para la proteccion contra incendios. La sustitución de estas tuberfas reducira las roturas y fugas y mejorara la
seguridad y el acceso al agua de los residentes de los alrededores. La extension de la Ilanura eluvial del
FFRMS se determina utilizando un 0,2 por ciento de inundación. De acuerdo con el Mapa de Tasas de Seguro contra Inundaciones (FIRM) de la FEMA, Panel No. 48249C0305D con fecha de vigencia del 15/08/2017, el proyecto propuesto se encuentra dentro de aproximadamente 0.02 acres de la Ilanura eluvial del FFRMS. Las funciones y valores naturales y beneficiosos de la Ilanura eluvial potencialmente afectados por la actividad propuesta incluyen el almacenamiento y transporte de aguas de inundación, la recarga de aguas
subterraneas, el control de la erosión, el mantenimiento de la calidad de las aguas superficiales, la productividad biológica, los habitats de peces y vide silvestre, Is cosecha de productos silvestres y cultivados,
las oportunidades recreativas, educativas, cientfficas, históricas y culturales. Esta notificación tiene tres
objetivos principales: (1) Las personas que puedan verse afectadas por actividades en Ilanuras aluviales y las
que tengan interes on la proteccion del entomb natural deben tenor la oportunidad de expresar sus
preocupaciones y proporcionar informackin sobre estas zonas. Se anima a los autores de los comentarios a
ofrecer emplazamientos alternativos fuera de la Ilanura inundable, metodos alternativos para cumplir el mismo
proposito del proyecto y metodos para minimizer y mitigar los impactos; (2) Un programa adecuado de
notificacion publica puede ser una importante herramienta educative publica. La difusion de informed& y la solicitud de comentarios publicos sobre las Ilanuras aluviales pueden facilitar y mejorar los esfuerzos federales para reducir los riesgos e impactos asociados a la ocupacion y modificacion de estas zones especiales; y (3) Como una cuestión de equidad, cuando el gobierno federal determine que va a participar en las acciones que tienen lugar en las Ilanuras de inundación, debe informar a aquellos que pueden ser puestos en mayor o continuo riesgo.
